Gjennomslag for kommunesektoren på COP 30?

Det er også verdt å merke seg at forslaget heller ikke har noen henvisning til det viktige vedtaket fra Dubai i 2023 om omstilling vekk fra fossile drivstoffer. Et tydelig tekstalternativ om dette i et tidligere utkast til slutterklæring er fjernet i sin helhet.

Kommunesektoren er først og fremst nevnt i fortalen (preamble) i tekstforslaget. Der heter det at nasjonalstatene er:

"Stressing the important role and active engagement of non-Party stakeholders, particularly civil society, business, financial institutions, cities and subnational authorities at multiple levels, Indigenous Peoples, local communities, people of African descent, women, youth and children, and research institutions, in supporting Parties and contributing to the significant collective progress towards the long-term goals of the Paris Agreement and in addressing and responding to climate change and enhancing ambition and implementation, including progress through other relevant processes."

Dette følges opp med et eget avsnitt (§ 30) i selve erklæringen, hvor nasjonalstatene:

"Welcomes the efforts of all non-Party stakeholders in addressing and responding to climate change, including those of civil society, the private sector, financial institutions, cities and other subnational authorities in multilevel climate action, and calls upon all actors to continue working together to accelerate and scale up climate action worldwide to keep 1.5 within reach, build resilience and mobilize means of implementation."

Hjemlige tiltak framheves

For kommunesektoren kan det også være verdt å merke seg at nasjonalstatene:

"Emphasizes the need for accelerated implementation of domestic mitigation measures in accordance with Article 4, paragraph 2, of the Paris Agreement as well as use of voluntary cooperation…”(6.1).

Sammenlignet med tidligere versjon er det kommet inn et nytt viktig punkt om

"Recognizes the need for urgent action and support for achieving deep, rapid and sustained reductions of greenhouse gas emissions in line with 1.5 °C pathways, noting that finance, capacity-building and technology transfer are critical enablers of climate action”.

Ikke med i tekst om klimatilpasning

Tidlig 21. november ble det også lagt fram et tekstforslag om det globale målet for klimatilpasning. Det inneholder ingen spesifikke henvisninger om samarbeid med kommunesektoren, bortsett fra et punkt under en oversikt over indikatorer for å måle framgang, hvor det heter:

"(e) Administrative and settlement levels, which may include national, subnational and local levels, as well as urban and rural areas."

Det er for øvrig ingen parenteser i disse forslagene. Det betyr trolig at de må godtas slik de er. Hvis ikke åpnes det for diskusjoner som kan vare så lenge at mange må reise hjem, slik at møtet ikke lenger er beslutningsdyktig.
