KS and NIBR in Ukraine: Project Inspired by the Norwegian Efficiency Networks

In 2009 KS and NIBR were granted a cooperation project in Ukraine by the Norwegian Ministry of Foreign Affairs (NMFA). After a pre-project in 2008.

The project can be divided into three (3) components:

  1. Efficiency Networks: Two networks of eleven (11) municipalities - in the regions Mikolayiv and Odessa. One with the focus on health and the other on housing. Two moderators were responsible for the networks, one per network.
  2. Councillor Training: During the project the municipalities part of the networks have also received councillor training. 
  3. Research Component: In Ukraine eight (8) researchers - including the project manager from ICPS - have been following the network sessions, as well as aiding in the development of the indicators, the user surveys and so forth, needed for the network sessions.

KS have cooperated with our sister organisation Association of Ukrainian Cities (AUC), and NIBR with The Centre for International Policy Studies (ICPS) in Ukraine.

The first two components mentioned above were coordinated by KS and AUC. The third component by NIBR and ICPS.
